Nexus security: governance, innovation and the resilient city

Abstract: Nexus security is a compound mix of ideas: reconciling human needs and wants with access to multiple resources; diversity of access to those resources and services; resilience in the face of weather- and climate-related variability; resilience likewise in the face of infrastructure failure; and the personal, individual sense of belonging. At the level of Systems Thinking there is a very close relationship between resilience in the behavior of natural (ecological) systems and resilience in the social dynamics of governance within communities, where such resilience establishes the viability of these communities over centuries, which in turn entails successful stewardship of the man-environment relationship. We use insights from this cross-system mapping — across natural, built, and human systems — to assess, first, the role of city governance in achieving nexus security (or not) and, second, the role of technological innovations in serving the same purpose. More specifically, eight principles, covering resilience and diversity of access to resources and services, are used to gauge security-enhancing features of city buildings and infrastructure. Case studies include new designs of resilient office blocks, nutrient (nitrogen and phosphorus) recovery systems for sanitation and wastewater treatment, and the reconstruction of urban parks for the provision of ecosystem services. Throughout the paper, matters of risk in the face of meteorological variability are prominent. We do not conclude, however, that the presence of risk implies nexus security.

Engineering Management Ethics in the Context of Engineering Practice in China

Abstract:

China's engineering practice is faced with acute and complex ethical issues in the new era. The ethical improvement of engineering management lags behind the rapid growth of engineering construction, which hinders the effective solution of ethical issues and the high-quality development of Chinese engineering. Using methods of theoretical analysis, case study, and expert interviews, and considering the significant role of engineering managers and the incomplete applicability of engineering ethics for engineers in China's engineering practice, we elaborate the demand for transforming key ethical objects and conducting research on engineering management ethics. Moreover, we summarize the implications of engineering management ethics at the micro, meso, and macro levels, discuss the negative impacts of engineering on society and environment and the causes of corresponding ethical issues, present the dynamic development of engineering management ethical issues from the perspective of engineering evolution, and propose five basic ethical principles for engineering managers in practice. To promote the construction of engineering management ethics in China, we suggest that engineering management ethics education and training should be provided to cultivate and motivate engineering managers to enhance ethical awareness, actively undertake ethical responsibilities, improve moral competence, develop ethical leadership, and exert ethical wisdom; the promotion and application of management ethics guidelines should be supported to provide guidance for solving ethical issues in the whole lifecycle of engineering and to improve the overall ethical environment of the society.

The City Intelligence Quotient (City IQ) Evaluation System: Conception and Evaluation Review

Abstract:

After a systematic review of 38 current intelligent city evaluation systems (ICESs) from around the world, this research analyzes the secondary and tertiary indicators of these 38 ICESs from the perspectives of scale structuring, approaches and indicator selection, and determines their common base. From this base, the fundamentals of the City Intelligence Quotient (City IQ) Evaluation System are developed and five dimensions are selected after a clustering analysis. The basic version, City IQ Evaluation System 1.0, involves 275 experts from 14 high-end research institutions, which include the Chinese Academy of Engineering, the National Academy of Science and Engineering (Germany), the Royal Swedish Academy of Engineering Sciences, the Planning Management Center of the Ministry of Housing and Urban-Rural Development of China, and the Development Research Center of the State Council of China. City IQ Evaluation System 2.0 is further developed, with improvements in its universality, openness, and dynamic adjustment capability. After employing deviation evaluation methods in the IQ assessment, City IQ Evaluation System 3.0 was conceived. The research team has conducted a repeated assessment of 41 intelligent cities around the world using City IQ Evaluation System 3.0. The results have proved that the City IQ Evaluation System, developed on the basis of intelligent life, features more rational indicators selected from data sources that can offer better universality, openness, and dynamics, and is more sensitive and precise.
